Ethical-Legal Decision Filter

Power without ethics is just force. We chose differently.

A system powerful enough to make autonomous decisions must also be wise enough to know when not to. The Ethics module is an automated filter that evaluates every decision the framework is about to make against a multi-jurisdictional matrix of legal constraints and ethical parameters. It operates as a mandatory checkpoint — not advisory, not optional, not bypassable. If a module proposes an action that violates a legal constraint in any active jurisdiction, the Ethics filter blocks it before execution. If an automated response would be disproportionate, the Ethics filter scales it back. If a data operation would cross a privacy boundary, it is stopped. This is not a compliance layer bolted on top. It is woven into the decision pipeline itself. The system cannot act unethically because the architecture does not permit it. Ethics is not a policy. It is a computational constraint.
